Worldwide, the micro small and medium enterprises (MSMEs) have been accepted as the engine of economic growth and for promoting equitable development. The major advantage of the sector is its employment potential at low capital cost. The labour intensity of the MSME sector is much higher than that of the large enterprises. The MSMEs constitute over 90% of total enterprises in most of the economies and are credited with generating the highest rates of employment growth and account for a major share of industrial production and exports. In India too, the MSMEs play a pivotal role in the overall industrial economy of the country. In recent years the MSME sector has consistently registered higher growth rate compared to the overall industrial sector. With its agility and dynamism, the sector has shown admirable innovativeness and adaptability to survive the recent economic downturn and recession.

Registration of Micro, Small and Medium Enterprises for two types of Companies:

Manufacturing Entity

The enterprises engaged in the manufacture or production of goods pertaining to any industry specified in the first schedule to the industries (Development and regulation) Act, 1951). The Manufacturing Enterprise are defined in terms of investment in Plant & Machinery.

Service Entity

The enterprises engaged in providing or rendering of services and are defined in terms of investment in equipment.

    1. Presently it is required to participate in Govt. Purchase Program.

    2. Getting financial assistance from various nationalized banks and Financial Institutions.

    3. Tax exemptions


Even though there is no statutory basis for SSI registration, organisations would normally get registered to avail some benefits, incentives or support given either by the Central or State Government. Some of the incentives are as follows :

    1. Credit prescription (Priority sector lending), differential rates of interest

    2. Excise Exemption Scheme

    3. Direct Tax exemption

    4. Statutory support

Banking Laws, Excise Law and the Direct Taxes Law have incorporated the word SSI in their exemption notifications. Though in many cases they may define it differently, generally the registration certificate issued by the registering authority is seen as proof of being registered as an SSI.

States/Union Territories have their own set of facilities and incentives for small scale industries. They relate to development of industrial estates, tax subsidies, power tariff subsidies, capital investment subsidies and other support. Both the Centre and the State Governments, whether under law or otherwise, target their incentives and support packages generally to organisations registered with them.
